    Typhoon set to hit Philippines: forecasters
    MANILA — Typhoon Lupit was poised to slam into the north coast of the Philippines, forecasters said Thursday, as the cyclone-devastated nation sought foreign aid to rebuild and to fight a deadly outbreak of disease.

    After an erratic track over the past few days, the typhoon was set to make landfall with gusts of up to 195 kilometres (121 miles) an hour, chief government weather forecaster Prisco Nilo told a news conference.

    "With the eye so close to land, it is highly unlikely that the typhoon would veer north to Taiwan and spare the Philippines," Nilo added.

    According to the current track given by the weather service, the eye was expected to pass just south of Aparri town on Luzon island's northeast coast around 5:00 am Friday (2100 GMT Thursday).

    However, Nilo said the typhoon should be over land for no more than 12 hours. "This should mean comparatively less rainfall," he added.

    Floods, landslides and disease killed 1,050 people over the past month in the wake of tropical storms Ketsana and Parma, and the authorities said nearly 1.3 million people were still living in flooded conditions.

    Some 200,000 others were stranded at evacuation camps.

    Earlier Thursday as Lupit's threat appeared to wane, President Gloria Arroyo urged the nation to "continue to pray that it would weaken further and spare the country".

    The National Disaster Coordinating Council said in a statement that soldiers and paramedics had been deployed on the north coast with rescue boats, trucks and emergency supplies in place in case evacuations were necessary.

    It said more than 100 government buildings were on standby as possible evacuation camps in the nearby Cordillera region, devastated by landslides caused by Parma.

    Meanwhile, Filipino and World Bank officials said the country would seek international aid to rebuild as the government began a "post-disaster needs assessment" with multilateral aid agencies.

    "The huge tasks at hand both in terms of short-term recovery and long-term reconstruction demand no less than a concerted response from all sectors of society and the global community," Finance Secretary Margarito Teves said.

    Manila is also seeking international help to fight a deadly bacterial outbreak that has infected 1,963 people in flooded areas and killed 148.

    Tropical storm hits Mexican resort
    MAZATLAN, Mexico — Tropical Storm Rick hit Mexico's Pacific coast just north of the resort of Mazatlan on Wednesday, toppling trees and signs, after sparing Los Cabos on the Baja California peninsula a direct blow.

    The center of the storm made landfall around 10 a.m. EDT (1400 GMT) with winds of about 55 mph (90 kph), kicking up high waves that drew residents of Mazatlan to the city's seaside boulevard to watch the spectacle.

    After moving over land, the storm dissipated by the afternoon, the U.S. National Hurricane Center said.

    Authorities had no immediate reports of significant damage, though a steady rain had pelted the city since late Tuesday and several trees were toppled by the storm's winds. Electricity was knocked out in parts of the city, Sinaloa Gov. Jesus Aguilar told local media.

    Authorities canceled classes in the southern part of Sinaloa state, where Mazatlan is located, and urged residents to evacuate some low-lying neighborhoods.

    Tourists in Los Cabos, meanwhile, awoke to a blue, cloud-streaked sky Wednesday morning. There were no reports of flooding overnight, according to Los Cabos civil defense director Francisco Cota.

    Forecasters said the remnants of Rick could dump about one inch of rain in parts of northern Mexico, creating the risk of flash floods and mudslides.

    Over the weekend, Rick's winds were clocked at 180 mph (290 kph) — making it the strongest hurricane in the eastern North Pacific region since 1997 — and it kicked up high waves hundreds of miles (kilometers) away that killed at least two people. But the storm spent its force far out at sea and weakened over cooler waters.

    Far out in the Pacific Ocean, meanwhile, Hurricane Neki strengthened to a Category 3 storm with top winds near 115 mph (185 kph).

    Wednesday afternoon, Neki was centered about 620 miles (1,000 kilometers) west-southwest of Honolulu and about 410 miles (660 kilometers) south of French Frigate Shoals.

    The storm was not expected to threaten Hawaii, but a hurricane warning was issued for part of the Papahanaumokuakea National Monument, a marine conservation area northwest of the islands.

    Also Wednesday, a river overflowed its banks in the Central American nation of Honduras, flooding hamlets and cutting off transport routes to several towns on the country's Caribbean coast.

    Juan Cesar Cruz, the head of Honduras' civil defense agency, said a dozen roads had been cut by the flooding. The flooding was caused by heavy rains that started Sunday.
